The Conference "Public and Corporate Procurement in Russia"

The procurement system in Russia is going through a major overhaul. The draft of brand new Law on Federal Contract System (FCS) in regard to goods, works and services purchase has been already adopted in the first reading. The preliminary date of its coming into force is year 2014.

The Federal law of RF dated 18 July 2011 N 223-FZ "Purchase of goods, works and services by certain types of legal entities" came into force since 1 January 2012. Upon FCS coming into force the existing purchasing system in Russia will be completely changed. The draft stipulates regulation of complete purchasing cycle, including forecasting and planning, purchasing procedures implementation, contracts performance, audit and control under results. FCS aims to provide with the new quality of government order management, increase public control and antidumping measures, broaden biddings methods. FCS law will replace existing Federal Law dated 21 July 2005 N 94-?? "On Procurement of Goods, Works and Services for State and Municipal Needs". Application of the current law regulating the purchase activity in Russia continues arising questions, thus non-compliance with laws and non-availability to switch to the new system may cause huge commercial and legal risks.

Public and Corporate Procurement in Russia will become the platform for meeting of key players and dialog between government and business.
