RUSSELL S. KENT is the Special Counsel for Litigation at the Florida Attorney General’s Office where he has handled numerous state and federal court constitutional, election, and False Claims Act cases along with the State of Florida’s legal response to the Deepwater Horizon oil spill, resulting in a $2 billion economic loss recovery. He has also drafted legislation (including the 2013 rewrite of the Florida False Claims Act and the 2014 rewrite of Florida’s data breach law) and testified before various bodies. Mr. Kent received his J.D., with highest honors, from the Florida State University College of Law and spent a decade in private practice prior to joining the office in 2004. His published opinions include Barati v. State, 198 So. 3d 69 (Fla. 1st DCA 2016). Russell is the Florida Government Bar Association’s 2015 Government Lawyer of the Year, a member of Florida Trend’s Legal Elite, and has held a Martindale-Hubbell “AV” rating since 2006.
