JAMES MILLS is the Chief of Staff for the Oklahoma Insurance Department, where he serves as the Director of Workers’ Compensation and Captive Insurance. James is a graduate of the University of Oklahoma College of Law, where he received the prestigious Comfort Scholarship and was a member of the Dean’s Honor Roll. In addition to earning his Juris Doctor from OU, he received his Master of Business Administration from OU’s Price College of Business, completing concentrations in corporate finance, risk management, and investment management. He began working with Insurance Commissioner John Doak in 2010 and has been involved in a broad range of insurance issues including health insurance reform, workers’ compensation reform, and captive insurance. He frequently speaks to groups in the insurance industry on emerging insurance issues and the activities of the Oklahoma Insurance Department.
