DAVID MORTLOCK is the Deputy Coordinator for Sanctions Policy at the U.S. Department of State. He helps oversee Department policy on all U.S. and multilateral sanctions programs, including the programs for Iran, Syria, North Korea, and terrorism finance. He has been responsible for the drafting and implementation of numerous sanctions programs, including the Iran Sanctions Act (ISA), the Comprehensive Iran Sanctions, Accountability, and Divestment Act (CISADA), and over a dozen Executive Orders. Previously, David was Special Assistant to the Under Secretary of State for Economic Growth, Energy, and the Environment, and the Attorney-Adviser for sanctions and terror finance in the State Department's Office of the Legal Adviser. Prior to government service, he practiced at O'Melveny & Myers LLP and clerked for the Honorable Martha Craig Daughtrey of the U.S. Court of Appeals for the Sixth Circuit. He graduated from Cornell University and received his law degree from Georgetown University Law Center.
