Peter Kelly is Chief Employee Benefits Counsel at Blue Cross Blue Shield. He has practiced employee benefits law exclusively since 1973, one year before ERISA. After 31 years in private practice as a partner with Chicago law firms (McDermott, Will & Emery; Kirkland & Ellis; Bell, Boyd & Lloyd; and Ogletree Deakins (formerly Murphy, Smith & Polk)), he joined Blue Cross Blue Shield Association (“BCBSA”) in 2004 as its Chief Employee Benefits Counsel. He was given the additional title of Deputy General Counsel in 2015.
Mr. Kelly is a Charter Fellow and former Board member (2000-06) of the American College of Employee Benefits Counsel (ACEBC) and a Past Chair and current Board member of the American Bar Association (ABA) Joint Committee on Employee Benefits. He served for 25 years on the U.S. Chamber of Commerce Employee Benefits Committee, including as one term as Chair. Mr. Kelly is an American Bar Foundation Life Fellow. Mr. Kelly currently serves as a member of the Legal and Legislative Committee of the Plan Sponsor Council of America and as a member of its Board of Directors.
