RICHARD HAYES is Deputy Chief, Civil Division at the Office of the United States Attorney for the Eastern District of New York. Richard conducts and provides supervision of civil fraud investigations and prosecutions under the False Claims Act, including defense contract fraud, government procurement fraud, health care fraud and mortgage fraud. He supervises the civil environmental enforcement and defensive environmental cases. Other litigation and supervision has included: investigations concerning residential mortgage backed securities under the Financial Institutions Reform Recovery and Enforcement Act; labor racketeering prosecutions under the civil remedies provisions of the Racketeer Influenced and Corrupt Organizations Act; drug and listed chemical diversion cases under the Controlled Substances Act; consumer safety litigation; and civil forfeiture. Richard is a two-time recipient of the Attorney General’s Award for Distinguished Service, United States Department of Justice, and two-time recipient of the Director’s Award for Superior Performance, Executive Office of United States Attorneys, United States Department of Justice. He is also a recipient of the Henry L. Stimson Medal for outstanding performance as an Assistant United States Attorney, Association of the Bar of the City of New York. Richard received his J.D. from Fordham University School of Law and his B.A. from Fordham College.
