JEFFREY M. SENGER is a partner in the Food, Drug and Medical Device Regulatory and Enforcement practices in Sidley’s Washington, D.C., office. Prior to joining the firm, he served as Acting Chief Counsel and Deputy Chief Counsel of the Food and Drug Administration, where he led the FDA’s legal office and its 100 attorneys; reviewed and approved regulations, guidance documents, and warning letters issued by FDA; worked on the most complex and sensitive FDA-related litigation; and provided legal advice to the FDA Commissioner and senior staff. He is a member of the editorial board for the Food and Drug Law Journal, has published numerous law review articles, and has spoken on FDA issues around the country. He previously served for 17 years at the United States Department of Justice, including as Senior Counsel in the Office of the Associate Attorney General. In this capacity, he provided advice on the strategic oversight of the civil components of the Department, with more than 6,500 employees and collective budgets over $3 billion, including particular responsibility for the office that provides counsel and legal representation to the FDA. He is an honors graduate of Harvard College and Harvard Law School.
