Belinda H. Miller is the Chief of Staff of the Florida Office of Insurance Regulation.  She graduated from Emory University with a B.A. in International Studies and from the Florida State University College of Law.  She has been a member of the Florida Bar since 1986.  She oversees the administration of the Office of Insurance Regulation including the offices of budget, personnel, information systems, legislative and cabinet affairs, and communications.  Prior to her current position, she served as General Counsel, Deputy Commissioner and as Director of Insurer Services and Director of Rehabilitation and Liquidation in the predecessor Department of Insurance.  She has also been a member of a law firm representing the receiver of a viatical settlement company, and has served as a fact witness and consulting expert in insurance cases.  She has managed many investigations into solvency and market conduct matters for the Office, and has represented the Commissioner in legislative committee meetings, NAIC and international insurance regulatory meetings and a variety of hearings.
