PATRICK CANTILO is the Co-founder and Managing Partner of the boutique firm Cantilo & Bennett, L.L.P. He has been practicing law from offices in Austin, Texas, for more than 35 years. He has a Bachelor of Arts in Government and a Law degree from the University of Texas at Austin. His law practice has always concentrated on the insurance sector, with emphasis on representation of public officials, complex transactions (mergers, acquisitions, and reorganizations), regulation, insolvency, and complex litigation. He has lectured and written extensively on these subjects both in the U.S. and abroad. He is a Principal Charter member and Past President and Director of The International Association of Insurance Receivers, which has accorded him its highest designation – CIR-ML, and also very involved in a number of activities of the National Association of Insurance Commissioners. He has been involved in dozens of receiverships in all lines and in about half the states, with roles ranging from Special Deputy Receiver to Special Counsel and expert witness. For more than two decades he has been rated AV®PreeminentTM by Martindale Hubbell® which also includes him as a Top Rated Lawyer in Mergers & Acquisitions for Ethical Standards and Legal Ability, and he continues to be listed in The Best Lawyers in America® for Insurance Law, Best Attorneys in Texas and Marquis Who’s Who®. Patrick has done receivership and rehabilitation work for a variety of states, including notably a current engagement as Special Deputy Rehabilitator for Penn Treaty Network America Insurance Company and American Network Insurance Company for the Pennsylvania Insurance Commissioner and past engagements (some continuing) for the California Insurance Commissioner (Roxani Gillespie and John Garamendi) in the Mission Insurance Company and Executive Life receiverships, the Virginia Insurance Commissioner (Steve Foster, Al Gross, and Jackie Cunningham) in the MaxiCare, Fidelity Bankers Life, Home Owners Warranty, Reciprocal of America, and Shenandoah Life receiverships, and numerous Texas and Nevada Insurance Commissioners over the last three decades in a number of Texas and Nevada receiverships and conservations. He has also represented a number of Insurance Commissioners and other officials on Blue Cross conversion cases, including Colorado (Jack Ehnes), Kansas (Kathleen Sebelius), Maryland (Steve Larsen), Michigan (Attorney General Bill Schuette), Missouri (Jay Angoff), North Dakota (Earl and Glenn Pomeroy), Virginia (Al Gross), Washington (Mike Kreidler), and West Virginia (Jane Cline). In addition, Patrick has assisted insurance commissioners in other complex matters such as his work for the Washington department in the Liberty Mutual acquisition of Safeco or the Virginia State Corporation Commission in ERISA and Risk Retention Group litigation. Patrick was born in Chile, spent his childhood in Buenos Aires, Argentina, and his formal education in the United States, where he has lived the majority of his life. He devotes a substantial amount of his free time to the development of the performing arts and other charitable activities in his community and is married and the proud father and step father of seven wonderful children.
