JUDGE PAYNE is a judge in the United States District Court in the Eastern District of Texas in Marshall, TX. He was born in New Orleans, Louisiana on August 30, 1952. He graduated from the University of Virginia, with distinction, in 1974. He received his Juris Doctor in 1977 from Louisiana State University graduating Order of the Coif and Phi Kappa Phi. He was an Associate Editor on the Louisiana Law Review (1976-1977) and received his Masters of Laws from Harvard Law School in 1980. He served as a Law Clerk to U.S. District Judge Tom Stagg of the Western District of Louisiana (1977-1979) and as an Instructor at the New England School of Law (1979-1980) while pursuing his LL.M., before returning to Shreveport to practice with the law firm of Blanchard, Walker, O’Quin & Roberts, primarily in the area of insurance defense, products liability and commercial litigation. In 1987, Judge Payne was appointed U.S. Magistrate Judge for the Western District of Louisiana in Shreveport, a position he held for 18 years. From 2005 through 2011, he practiced with the Shreveport firm of Gregorio, Gregory & Payne representing plaintiffs in personal injury and commercial litigation. On December 28, 2011, he was sworn in as U.S. Magistrate Judge for the Eastern District of Texas in Marshall.
