SANZAR KAKAR is the Chief Executive Officer of Afghanistan Financial Services LLC, a privately held firm registered in Afghanistan and the United States. With a team of 17 multi-lingual professionals including affiliates of the Association of Chartered Certified Accountants (ACCA), AFS provides accounting, audit and advisory services to clients in Afghanistan. Accounting services include taxation, payroll and business setup. Auditing services include financial reviews and formal reports as well as technical audits evaluating performance. Advisory services include financial assessments, management consulting, and government projects. Mr. Kakar graduated from the prestigious University of Pennsylvania with a Bachelor of Science in Engineering and is currently a candidate for a Masters in Business Administration from Warwick Business School with a concentration in Finance and Accounting. Following his undergraduate degree, Mr. Kakar worked for Merrill Lynch as a Technology Analyst on a trading desk for bonds and equities, creating a direct link with the New York Stock Exchange. Mr. Kakar moved to Afghanistan to serve as an Investment Associate for Acap Partners, setting up a $20 million venture capital facility and sourcing over 300 new investments for committee consideration. Mr. Kakar then joined as an Executive Advisor to the Attorney General's Office on the U.S. Department of State's Afghanistan Justice Sector Support Program. Mr. Kakar was tasked with reorganizing the institution and setting a nationwide paper and computer criminal case management system (CMS) spanning 7 justice institutions. CMS was piloted with the entry of 6,000 out of a total of 16,000 criminal cases nationally. Mr. Kakar also served as the Economic Advisor for the Afghanistan Investment Climate Facility, setting up operational and fiduciary requirements for the 7 year $100 million grant facility in Kabul, and was promoted to Deputy Team Leader. The project was funded by the U.K. Department for International Development. A dual Afghan American citizen, Mr. Kakar has visited over two dozen countries and is fluent in English, Pashtu and Dari.
