It is a major market for crude and refined products, and a manufacturing base and source of components, materials and technology used across global energy operations. That makes China-facing decisions difficult in both directions. A commercially attractive cargo may carry sanctions, vessel, or payment risk. An otherwise permissible energy project may depend on equipment, software, technical data or support that cannot be supplied as planned.
